POSITION OVERVIEW
The Vice President of Instruction serves as the College's Chief Instructional Officer. The successful candidate for this position will lead the planning, development, and implementation of instructional programs focused on student learning. The Vice President of Instruction is responsible for developing and implementing instructional plans, goals, and priorities, which respond to the educational needs and expectations of students. The Vice President of Instruction participates in college-wide governance through the College's shared governance structure and as a member of the executive cabinet with other senior administrators

Essential Duties/Major Responsibilities:

1. Trains, coaches, supervises, and evaluates academic managers on the Instruction team and works closely with the team on planning, budgeting, and implementation of changing regulations.
2. Advises the President & CEO and consults with other Vice Presidents on articulation and other curricular issues, enrollment management, personnel issues, technology, etc.
3. Provides leadership for college-wide planning for institutional effectiveness through the maintenance of institutional program review processes.
4. Provides leadership for educational master planning in collaboration with the Academic Senate.
5. Interprets and recommends all academic policies and administrative regulations and procedures.
6. Provides oversight for budget development and monitoring for all academic divisions and academic support services within the Instruction Team.
7. Coordinates with Academic Senate in the development, revision, and implementation of academic policies and procedures related to all aspects of academic work on the campus.
8. Maintains and updates, with assistance from the Chief Technology Officer, an information system to assist in the planning, management, and evaluation of credit and noncredit programs and services.
9. Oversees and monitors implementation and maintenance of outcomes assessment protocols at course, program, and institutional levels as well as for academic support services offered by Instruction team offices.
10. Provides leadership for activities and processes related to Professional and Organizational Development for all college employees.
11. Oversees the Colleges research activities through the Office of Research and Institutional Effectiveness in collaboration with the Director of Research and Institutional Effectiveness.
12. Oversees the development of college publications such as the college catalog, class schedule, and related academic publications.
13. Serves as the Colleges Accreditation Liaison Officer to work collaboratively with the executive management team, faculty, and campus leaders to ensure ongoing and timely compliance with accreditation standards.
14. Coordinates credit and noncredit programs with learning support services, including learning resources, learning assistance, and tutoring.
15. Oversees the development and implementation of grants in collaboration with the Director of Grants.
16. Develops and oversees the Colleges enrollment management plan and assumes responsibility for managing scheduled classes to meet the Colleges enrollment targets.

Minimum Qualifications/Education & Experience:

Equivalent to a Masters degree from a regionally accredited college or university and five (5) full-time equivalent years of increasingly responsible experience as an educational administrator in higher education.

An earned doctorate or other equivalent terminal degree and college-level teaching experience and experience with institutional planning.

License(s) & Other Requirements:
Incumbents may periodically be required to operate a vehicle that necessitates possession of a valid California drivers license. Such employees must have the ability to secure and maintain a valid California drivers license.

Working Environment:
Incumbents work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with staff, students, and/or the public in interpreting and enforcing departmental policies and procedures.

Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
