The Position:
Under the general supervision of the Vice Chancellor of Student Services, manage and coordinate a variety of districtwide instructional support services and programs to provide quality educational opportunities for students with disabilities; assure proper Districtwide implementation, monitor assigned budget, oversee programs and services; train, supervise and evaluate the performance of assigned staff.

Major Responsibilities:
Manage, coordinate and provide leadership for a variety of Districtwide instructional support services to provide, enhance and facilitate learning opportunities for all students with disabilities. Evaluate and recommend programs, standards, policies and procedures within the parameters of state and federal laws to meet the Districts goals for assigned programs and services. Provide leadership for special grant programs and monitor program outcomes and budgets. Provide leadership for the Interpreting Services program, districtwide. Develop and administer the operating budgets for assigned programs and activities; monitor and control expenditures; establish audit procedures and prepare required financial records and reports. Coordinate the planning, organization and delivery of instructional support services to students with disabilities; implement, monitor and evaluate instructional support programs throughout the District. Perform research, develop support programs and provide recommendations to the college and Continuing Education. Communicate with District and college administrators, faculty, government agencies and others to resolve issues, interpret and explain policies, provide technical expertise and exchange information. Coordinate instructional support services and programs for students with disabilities with community college and Continuing Education campuses, four-year institutions, government agencies and community resource organizations. Plan, organize, develop and administer the DSP&S Master Plan for the District; conduct research and prepare reports and recommendations; participate in long and short-range planning. Coordinate development of District policies and procedures regarding instructional support services for students with disabilities; research and analyze issues and interpret state and federal regulations and legislation impacting assigned programs and functions. Plan, organize and conduct meetings, seminars and training programs relating to instructional support services for students with disabilities. Coordinate with businesses to ascertain trends in employment of persons with disabilities and various skill levels. Assure preparation and maintenance of records, reports and documentation as required by the Board of Trustees, the District, the State Chancellors Office, regulatory agencies and other councils and committees. Train, supervise and evaluate the performance of assigned personnel; plan, assign and review work; make recommendations regarding the selection, discipline, counseling and termination of assigned staff. Perform related duties as assigned.

Qualifications:
Both of the following: (a) Masters degree; AND (b) One year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment

Desired Qualifications:
Knowledge: Instructional support services and programs for students with disabilities in higher education. State and federal laws, codes and regulations affecting services for persons with disabilities. Changing technologies affecting instructional programs and services for students with disabilities. Principles of management, supervision and training. Principles and techniques used in the analysis and evaluation of instructional support services and programs. Oral and written communication skills. Interpersonal skills including tact, patience and courtesy. Budget preparation and control. Skills and Abilities: Manage, coordinate and provide leadership in evaluating, monitoring and maintaining instructional support services to all college and continuing education students with disabilities. Plan, organize and coordinate personnel and financial resources. Implement, evaluate and monitor instructional support services and programs for students with disabilities. Assure compliance with state and federal requirements, codes and laws related to services for persons with disabilities. Research, analyze, develop and interpret policies and procedures impacting assigned areas of responsibility. Communicate effectively both orally and in writing. Work independently with little direction. Meet schedules and timelines. Train, plan, organize and supervise the work of other personnel. Maintain records and prepare reports. Establish and maintain effective and cooperative working relationships with others. Training and Experience: Any combination of training and experience equivalent to: a Masters degree; and three years of increasingly responsible experience in the coordination of instructional services, preferably including experience with disabled students programs and services.

Licenses:
Valid California drivers license; California Community College Supervisory Credential.

Pay Information:
Range 18 ($8,813.65- $14,132.07) per month based on the current Management Salary Schedule.

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the Management Employees Handbook. This position is FLSA Exempt and may not accrue overtime.
