DEPARTMENT OVERVIEW

Real Estate and Contract Services, a unit of Financial Affairs, supports the UC Santa Cruz academic vision by managing and overseeing all real property acquisitions and divestitures, ground leasing, leases, licenses, easements, and real property assets for the campus. Under the direction of the Associate Vice Chancellor & Campus Controller and the Director of Real Estate and Contract Services, the unit ensures all business contract and real property transactions support the primary mission of the campus as well as its strategic priorities and objectives.

JOB SUMMARY

Works independently on proposals and awards of diverse scope where analysis requires an in-depth evaluation of variable factors and a thorough understanding of complex regulations. 

Uses skills as a seasoned, experienced grant writer to independently research, develop, write and oversee proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. 

The incumbent is directly responsible for preliminary grant prospects research (primarily for business and administrative services), including development and submission of notice of intent (NOI), pre-application work, including a detailed project description, schematic/design development, plans/specs and/or program design, data collection and other supporting documentation; grant requirements, including application, cost estimate and/or engineer's estimate and/or budget proposal, benefit-cost analysis (BCA), all required agreements and reviews; post-award grant documentation and ongoing effective communication, grant management and reporting to funding agency and other stakeholders.

May review and guide others in the development of contract and grant proposals, awards and/or transactions to ensure compliance with institutional and sponsor policies. May serve as a technical specialist in a particular area such as federal contracts, state contracts, subcontracts or information systems. Central Role (CR): Typically works on highly complex proposals and awards such as grants/contracts, which require task budgets, option years, multiple investigators and multiple sub awards. 
Uses advanced contract administration skills to draft and issue highly complex or customized contracts in the area of business contracts, revenue-generating contracts and real estate contracts. Provides consultation, advice on drafting complex contracts and assistance in the interpretation of contract language, which may include consultation with General Counsel and guidance from University policies and procedures. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. As an experienced professional, applies needed analysis in support of transactions and decision-making efforts in their specialty area. Completes financial analyses to evaluate decisions. Completes any required forecasts, budget analyses and reports of activities. Participates in negotiation efforts.

JOB DUTIES
45% - Contracts and Grants Writer

Assists in all aspects of proposal development, taking the lead as project manager on drafting proposals: interprets proposal guidelines, prepares budgets and checks justifications, completes standard forms and certifications, reviews proposals for compliance.

Provides writing and editing services to support the development of high-quality competitive grant applications.

Ensures proposals are entered and routed in a timely manner for further review.

Works closely with various departments and other stakeholders to (a) increase the number of, and improve the competitiveness of, grant applications, and (b) provide training and other educational tools related to grant and manuscript development, to further support other University staff and others in pursuing funding.

Interprets and provides consultation and expertise on matters concerning University, division, federal, state and private agencies' policies, procedures, guidelines, terms, conditions, allowability and allocability of budget and expenditures.

Leads the organization, planning, establishment and monitoring of fiscal budget control of contracts and grants administration, submissions, budgets, support documents, gifts, endowments and privately funded projects.

Administers, in coordination with central and departmental administrators, the administrative and financial aspects of complex, awarded projects with broad impact.
Provides highly complex projections, analysis and recommendations.

Assists in support of audit as directed by senior staff.

Provides guidance and counsel on a wide variety of highly complex project administration matters to principal investigators, senior departmental administrators and less experienced department staff.

Ensures complete and accurate collection of management administration data at all stages of the contract and grant life cycle. Independently oversees award reporting and closeout.

Administratively reviews complex grant or contract proposals, budgets and awards; obtains/verifies necessary compliance approvals.

Approves/signs-off submission of pre-award update information requested by sponsor representatives before issue of awards.

Maintains professional relationships with sponsor representatives. Delivers specialized training and/or develops content for education workshops in the area of research administration.

Reviews and approves or rejects requested fund advance setups or project account updates.

Maintains appropriate approvals from applicable compliance approvers.

Negotiates terms and conditions of highly complex grant, contract and subcontract proposals and awards from various sponsors.

Maintains communication with review committees to learn of new requirements.

Prepares, reviews and/or approves financial transactions. Independently gathers information as needed to perform financial analysis.

45% - Business and Real Estate Contracts Analysis

Identifies properties and property information; analyzes income and expense components and develops single year pro forma operating statements.

Coordinates transaction negotiation and documentation, due diligence and escrow for gifts, leases, purchases and sales of lower valued University-related properties.

Assures that University policies and procedures are followed in connection with real estate transactions consistent with the fiduciary responsibility for such transactions.

Prepares and executes highly complex contract documents.

Prepares and issues appropriate agreement to contractors.

Counsels departments in the execution of highly complex, specialized agreements and provides appropriate business, policy and legal review.

Investigates, qualifies and selects contractor sources, and recommends additional bidders to ensure competition.

Consults with relevant staff to draft appropriate master consulting agreements as required.

Determines appropriate insurance coverage, as advised by the Risk Manager, and ensures that contractors have required coverage, documented through correctly completed insurance certificates.       

As required, coordinates and ensures the execution of the agreement for the Regents.

Drafts complex or highly specialized exceptions to agreement terms and conditions as required by organization guidelines, rules, regulations, etc.

Drafts request for proposals, investigates, qualifies and selects contractor sources, and recommends additional bidders to ensure competition.

10% - Miscellaneous

QUALIFICATIONS
Required Qualifications
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Thorough knowledge of grant application criteria and various funding mechanisms and sources.
  • Ability to research, write and submit funding proposals in a clear, concise and compelling manner to government, foundation and other funding entities.
  • Experience with writing and working with organizational staff on professional writing, proposal writing, and/or other applicable products and demonstrated highly developed interpersonal communication skills to work effectively with a diverse population.
  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of grants and contracts administration.
  • Customer service focus across broad and diverse subject areas with an ability to deal with diverse constituencies using advanced customer service skills.

Preferred Qualifications
  • Advanced knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
  • Knowledge of contract law, the California Public Contract Code and an advanced understanding of University's Business and Finance Bulletins and other relevant rules, guidelines, policies and practices.
  • Understanding of risk management, seismic, fire and other life safety and ADA compliance issues.
