The Position:
San Diego Miramar College seeks energetic and dedicated candidates to apply for the position of EOPS/Special Populations Counselor to provide general and intensive counseling services primarily to educationally and economically disadvantaged student populations, including Extended Opportunity Programs & Services (EOPS) and CalWORKs participants, foster youth, undocumented and homeless student populations. The successful candidates will be instrumental in strengthening our institutional capacity to serve our disproportionally impacted and disadvantaged students and overall diverse student body.

The Counseling Department at Miramar College encompasses the counseling faculty from multiple program offices, including General Counseling, Transfer Center, Extended Opportunity Programs & Services (EOPS), and Disabled Student Services and Programs (DSPS).

Under the direction of the Dean of Student Development and Matriculation, the EOPS/Special Populations Counselor will provide general counseling, intensive case management support, and support the coordination of a program for special populations.

Counselors provide resources to assist students in meeting their personal, educational and career objectives. It is the responsibility of all counselors to participate in the planning, development, implementation, coordination and evaluation of student success programs. This position provides intensive case management and comprehensive college counseling services for special populations. Services may include, but are not limited to: orientation to academic programs and services, assessment, educational and career advising (including degree and certificate options), transfer services, liaison with instructional departments and other educational institutions or community organizations.

Work schedule for this position is 30 hours per week to be arranged between Monday-Thursday, 8am-6pm and Friday 8am-3pm.


Major Responsibilities:
1. Provide information, guidance and counseling using a case-management model to special population students, including but not limited to EOPS, NextUp, CARE, Dreamers, and homeless students.
2. Identify the needs of the special population served (foster youth, single parents, Dreamers, and/or homeless students) and assist with the development and coordination of a program to support these groups.
3. Perform educational advising, administer and interpret appropriate assessment instruments.
4. Respond to the intensive needs of special population students.
5. Implement measures to track student progress for the purpose of evaluating the success of program interventions.
6. Provide work direction and guidance to assigned adjuncts, para-professional, clerical staff and student mentors; assist in the evaluation of assigned employees.
7. Assist targeted students to meet their key needs, with a particular focus on financial aid, child care, housing and community resources.
8. Assist students with the development of abbreviated and comprehensive education plans.
9. Conduct individual and group counseling addressing personal, career and educational counseling topics.
10. Provide counseling services for probationary and disqualified students; address and identify student learning problems in cooperation with the instructional program.
11. Assist with the on-going planning and implementation of services and campus community information regarding special population students (foster youth, single parents, homeless, Dreamers, etc.).
12. Provide campus inreach and community outreach services through presentations and individual consultations in order to promote services available through EOPS/NextUp/CARE and CalWORKs.
13. Participate in the evaluation of department and institutional practices and programs as they affect students; use an evidence based approach and data to assist EOPS Coordinator in developing program goals and student learning outcomes that support: retention, success, and transfer outcomes.
14. Collaborate with faculty coordinator, counselors, staff and administrators to develop, implement and evaluate programs and services.
15. Assist with preparation and implementation of college staff development and counseling intern programs.
16. Conduct college orientations for new students, conduct academic planning workshops; participate in evaluation of program materials and recommend revisions as necessary.
17. Identify and respond to the needs of additional special populations as assigned; assist with development of supportive interventions for additional populations.
18. Participation in campus-wide and district committees.
19. Other tasks as assigned.


Qualifications:
Masters degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development, or the equivalent,
AND
EOPS counselors hired after October 24, 1987, shall:
(1) Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages OR
(2) Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages
AND
In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

Experience:
Experience working with diverse students and special populations including, but not limited to homeless and housing insecure, foster youth, socioeconomically disadvantaged, and single parents.
Experience with a case management approach.
Experience with coordination and implementation of retention programs. Demonstrated experience in providing personal, academic and career counseling in a postsecondary educational setting.
Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic and ethnic backgrounds of community college students, staff, and faculty.

Knowledge of:
High impact practices that facilitate access, success, and equity for the diverse student populations served by EOPS, CARE, NextUp and CalWORKs
Evidence of experience or academic preparation in conducting needs assessments, advisement and student orientation.
Evidence of knowledge, training and experience that would indicate sensitivity, understanding, and ability to work with special populations including the diverse academic, socio-economic, disability, cultural and ethnic backgrounds of community college students.

Skills and Abilities to:
Analyze a situation correctly and adopt effective course of action.
Ability to assist in developing and coordinating programs for low-income/educationally disadvantaged students.
Counsel current and prospective students individually and in groups.
Establish effective relationships with students, faculty and staff.
Interpret, apply, and explain policies and procedures.
Make persuasive and articulate presentations before groups.
Use data to inform improvements and develop comprehensive reports.

Pay Information:
Class 1, Step A Class 6, Step C ($5,783.69 $7,793.19) per month based on the current AFT College Faculty Tenured-Tenured Track Monthly Salary Schedule.

Initial salary placement for this Assistant Professor is commensurate with required education and related teaching experience as outlined in section A2.1 of the AFT Faculty Collective Bargaining Agreement and it is non-negotiable. The District offers a comprehensive fringe benefit package including employer paid medical, dental, vision plans, sick leave, and opportunities for professional development. This position is FLSA Exempt and may not accrue overtime. Benefits will be provided under the terms of the AFT-Guild, Local 1931 Faculty Collective Bargaining Agreement. Annual Salaries will be recalculated for service less than a full academic year based on Education Code 87815, any required adjustment will be made within the first pay period. Travel reimbursement for interviewees traveling more than 200 miles, one-way, may be paid according to geographic location (see SDCCD Travel Stipend Policy, Rev 7/14/2011). Typically, Assistant Professors earn tenure after 4 years and promote to Associate Professor.
